Mark Pappa is the Chief Investment Officer (CIO) and an Investment Advisory Representative (IAR) at Financial Resources Group, LLC, a fiduciary firm dedicated to putting clients first. As CIO, Mark builds and manages the firm’s model portfolios and asset allocation strategies.
As an IAR, he is legally and ethically required to act in the best interests of his clients and provides guidance with full transparency. Mark is one of only 150 advisors trained to deliver The Full Checklist Review, which often reveals hidden fees, unnecessary taxes, poor diversification, and elevated investment risk.
He also addresses critical non-financial areas, such as helping families title their accounts to avoid probate and ensuring their durable financial power of attorney is properly structured so it’s accepted by banks, brokerages, and government agencies when needed.
Mark walks clients through 21 key planning areas, helping them build a retirement strategy focused on maximizing income, reducing taxes, and minimizing the chance of running out of money.
Outside the office, he enjoys current events, staying active, supporting local civic causes, and most of all, being a present and engaged father to his son.

Richard R. Rake is the Chief Compliance Officer and an Investment Advisory Representative (IAR) at Financial Resources Group, LLC. He is also a Certified Financial Planner™ (CFP®) and holds the Chartered Life Underwriter (CLU®) designation. In addition, he is a licensed professional in Life, Health, and Long-Term Care Insurance.
With decades of experience, Richard plays a key role in ensuring the firm meets regulatory standards while helping clients create plans that protect their wealth, reduce risk, and align with their long-term goals.
He splits his time between Florida and Connecticut and is actively involved in supporting local and national charities, including St. Jude Children’s Research Hospital, his church, local fire and police departments, and drug prevention efforts.
Richard values the flexibility his schedule provides to do what he loves: meeting with clients, golfing, traveling, and spending quality time with his wife Janet, their children, and their grandchildren.
